Hello Superdoo, I did not know the answer to your question so I reached out to Mountian Mafia...The short answer is they are measured on comfort rating, however, here is their reply:

"That would be comfort ratings. We designed the bags to sleep warmer than our competition at the same temperature rating. I've slept in our zero degree bag at -14F and was good except where the down compressed under my back. I had a very low R value sleeping pad (R1.9) for that test so I functionally had very little insulation between me and the ground. I've also slept on the mountain at -2F with the same pad and was surprisingly warm with a wool underlayer and a puffy on."
