Is that really the "quota?" I thought it was up to 10%, did they change the rule?

I just send in my money an never paid much attention. Never really considered that I had a chance to draw anyway.

In most units one tag would be more than 10%

I think the up-to is by region. So total tags for region 3 is 100 or what ever, then 10 could go to NR.
