Montana doctor and veterans

In order to get non resident veterans license in Montana apparently you need a Montana licensed doctor to sign paperwork.

Anyone have any insight to this or completely it before ?

must be combat connected and it’s limited to 50 licenses annually. Not sure if it also is limited to only hunting on base. Also, only for deer and antelope.
