Minimum BTUs?

For a propane camp stove. Is 7,000 too little?

Depends on how long you want to wait for your water to boil. For reference, an MSR Pocket Rocket is 8,500 BTUs. A 7,000 BTU burner will not be super fast but it will get the job done.
