Couldn't find the 'promotion rules' alluded to in the message, so I called. Turns out this code was "emailed to customers who had not made a purchase on their accounts in some time" and only works from those logins.

A while back I made a new account at midway and got two 20% off coupon over the next couple months. I hate it but it almost makes me want to creat a new account every time Im about to make a large purchase from them.

I hadn’t purchased anything on my original account in quite some time so it must be only select accounts at that.
