Mail time for Colorado Leftover elk and OTC tags

I usually pay for the next day air option for delivery of the tags purchased, but this time it was not available. Snail mail only. Since I have never had to "wait" for it, does it really take 3 to 4 weeks to receive them as CPW showed on the emailed receipt, or is that the worst case scenario and it comes sooner than that?

I live in MD. My tags arrived yesterday.
