Magnum bolt face, short action, 6.5 bullet, short barrel.

You are likely going to have to get into non-SAAMI chambering to get there.

I have a 6.5 SAUM improved with a 45° shoulder in a 21” barrel that gets 144 Bergers to 3150 with H1000 powder.

ELDMs seem to pressure up quicker for me but I think you could get there or very close with a 6.5 SAUM improved. But now you are into custom dies and reamers.

I just built a 6.5 Max with the intention of getting a 147 to 3000 with a 20" barrel. I am doing it with a Tikka action and a rechambered factory Tikka 6.5 Creed, so it may be a bit slow. Just started load development, so I don't know where I am going to land yet.
However, I am loading at just over 3" so a standard short action may not accommodate that round. Also, I am not sure you would get 3000 at 17" even with this cartridge however.
 
I don't think it's doable. I run a 20" 6.5 saum nearly at pressure with 156 and 570. And they're longggg. It's 3.150ish? I can't remember. They're going 2940
 
At some point physics / balistics just has its limitations... I'm glad you also didn't want a barrel life of 5k rounds...

There was a thread I was reading for amusement about resizing 277 furry hybrid cases into I think 243 for some interesting results. That being said, I have no interest in having my face next to 85k psi... I'll keep my brass cases and long barrel life, thank you very much.
 
I'm working on a new 6.5 WSM with a 20" barrel. So far have tested the 147 eldm with H1000 and new brass COAL at 2.95" and hit pressure (ejector marks, heavy bolt) at 64 gr and 3000 fps. To be safe would back it off at least one grain and <2900 fps.

Maybe after 100+ rounds down the barrel and once fired brass it may speed up. Also haven't tried other powder to see if something is faster. But usually I have noticed a certain bullet at a certain velocity is indicative of too much pressure even if it takes less powder to get there...

(I did try the 156 eol with RE26 and hit pressure at 57 gr and 2680 fps so am planning to shoot the 147 eldm at about 2850-2900 for this season)
 
My theory:
Run a 277 furry case into a 6.5cm FL non bushing sizing die with the expander pulled, a body die may work as well. Ensure there is enough through bore in the neck sizing area that the 0.100 longer hybrid case isn't gonna hit anything and collapse the shoulder. Trim to length, expand neck with a mandrel. Necks will probably need turned at this point, as the shoulder brass that is now neck brass will most likely be fair bit thicker than the original neck brass that'll be on the upper half the new neck.

I tried turning some into 25cm with my bushing die and it was denting shoulders pretty badly, 90% of it fireformed out, but not all. I believe a non bushing die would be better.
