Went to fire form for my new 338 lapua improved today and had 1 round out of 10 loads I tried fire. I’m using a new brick of cci 250s I’ve had for 5+ years. The one round that did go off was on the second try. Also had the bullets jammed .020 so the case wouldn’t move. It almost looks like light strikes. I had 2 factory loads that did fire no issue. Any thoughts?

Those are light strikes. Is your chamber shy of the parent case headspace? You could be long chambered. You can tell by measuring your fired case against a unfired case at the shoulder. Running a long bullet doesn't ensure the case stays put.....you still have to jump the extractor and the ejector.

If you are long, I would size the mouth up a bit and feed them red dot without a bullet to form.

If they're not long, you could be hanging the sear, crap in the bolt body.....etc.

I just had this happen with a defiance anTi. Firing pin was out of spec. They sent me a new one.
