Leupold VX6 Internal Level

Is the internal level on a Leupold VX6 useful for ensuring the scope is level when mounting? Is it parallel to the horizontal reticle?
 
If recall it shows if you are over 3 degrees. That is more of a visual when taking a shot.

Most agree the plumb bob way to mount a scope to be much better. Level your rifle the best you can on a stand with your bottom rings mounted. Set your scope in the rings pointing at a string hung from the ceiling with a weight on it. Turn the scope until the reticle lines up with the blumb line. You can also shine a light through the scope and use the shadow.
