Leupold scope adjustment question

I have an older vx II in a 3x9. When I removed the adjustment caps, it says 2 MOA. What does this mean? Usually it says one click = 1/4" at 100.

It might mean 2 moa per click. But that seems like a big jump. Post a picture of it.

2 is just a number on the dial. .......2-4-6-8-10

MOA is the adjustment, though with it being friction its a rough guess at best.
