As far as the year - the code on the left side of the barrel is OB. The "O" would indicate that it was made in the month of July. The "B" corresponds to either 1981 or 2007. Remington used the “B” prefix serial range roughly from 1980–1987 for Model 700 rifles so that would indicate that this rifle was made in July of 1981.
 
Why did the scope slip? Are the rings ok or were they not tightened well enough? I'm assuming it stays in place and holds zero now? Im a lefty and have almost every cartridge from 22 to 338 win mag. The one I don't own...30-06. And it really bugs me!
 
The ring rash isn’t from slippage, that scope had been mounted on a different rifle. I haven’t shot it much but it has held zero.
