Is the 22 mag like the 357 or does it need a frame? I think it needs a frame but not sure lol. Does it have pockets for spotting scope and tripod ?

Yes it needs a frame. Yes it has long pockets on both sides for a spotter and poles.

No built in load shelf however their are buckles at the bottom so you essentially could still sandwich a load between.
