These guys have a pretty cool trade in program, you buy a set for $139 and you can trade up as your kids grow for $59 each time, or if you have multiple kids hand em down and keep buying new sets.

As far as boots I’ve had a hard time and usually just end up with some sort of waterproof hiker from brands like Northside and the like that you can usually find at your Fred Meyer or the like
