Iron sights question

I would tap on that rear sight very gently with a brass hammer. Make a witness mark with a fine felt tipped pen. I personally wouldn’t cut down the existing front sight. I’d be more inclined to get a new one and modify it. Or reload some slightly hotter ammo.
 
You can see that the rear sight favors one side. Just about the time it looks centered.....itll probably shoot center.

For elevation....I'd just use a 6 o'clock hold.
