I assume the age restriction is a store policy. I'm not aware of any ATF regulations regarding folding shovels. Not yet anyway.

Definitely location dependent. Our governor just signed open carry for anyone who possesses a concealed carry permit.

Yeah, the times they are a changing. 38 years ago when I was 15 years old, I went into a pawn shop alone, and bought my first hand gun (New Ruger Super Blackhawk .44 mag. in SE Oklahoma). I'm sure that doesn't happen anymore, but I bet your 12 year old son could go in there today and buy a little folding shovel without any difficulty.
