I have a buddy sitting on a pile of IMR 4451 , he's curious if anyone has experience using this powder in a 6.5 PRC? He's looking to use the McGuire Ballistics 125 gr. What is a comparable powder that we could use the load data for a starting point?

Noticed nobody really replied to you.

I have not confirmed this completely, but I am going to guess that you will not find a ton of information on 4451 or comparable powders for reloading in a 6.5 PRC.

Its basically in the "4350" range of powders as indicated by the chart @FacePlant posted. This range of powders is generally going to be considered 1 "level" too fast of a burning powder for the PRC, probably not going to get the ideal case fill. Going to be a bit slow and potentially not very consistent.

Best bet would be to run some numbers on GRT or quickload to get some kind of starting point.

Not really the best use case. 4350 ish powders is more creedmoor wheelhouse. PRC your really looking at N560/565, IMR 7828, magpro, H1000 type stuff.
