Idaho 2nd non Resident draw

I am amazed at looking at the leftover general season tags today for deer and elk at how many unclaimed tags there were for the first draw. There were some quality hunts that went unclaimed after having to purchase your non resident hunting license just to apply. Hoping to get a deer tag the second go around.
 
Yes 1150 elk and 1909 deer tags. I have talked to no less than 8-10 guys that drew and did not buy. They all said it was not the first choice, and their friends did not draw. One guy asked me, where is the Frank Church. I'm taking it, as guys don't want to go solo.

We will be applying along with 48k others for the tags.
 
I'm convinced a lot of people just apply because it's popular and don't buy or worse, do buy and never hunt. There is 30%+ of the tags for the deer unit I didn't draw on the list.
 
First year applying in Idaho, clearly didn't read things correctly and didn't realize that successfully drawing the tag doesn't mean you get the tag, you still need to "claim" it. good thing it was just a deer tag not an elk tag or I'd be pretty upset at myself...
 
Also surprised by amount of tags still left for everywhere. Most apps came from Washington/California so I just assume they don’t know how to read and maybe think they get a special point for applying. Either way IDGF is going to make bank looking at the number of donators.

And apparently according to what I’m seeing on another forum, if you draw in the 1st draw and don’t claim your tag you are ineligible for the 2nd draw.

If I didn't claim a deer tag, would that make me ineligible for the elk 2nd draw as well?
 
I believe it is just specific to the species. So if you did not draw for elk but had unclaimed deer you can 2nd draw elk but are ineligible for the deer.
 
Imagine if IDFG had a phone or email in which hunters could use to contact the agency to ask questions.

You could call fish and game.
I’ve heard them tell somebody that if they drew moose the prior year they can’t apply for mountain goat-false
They also tried to tell me my son, 9 at the time, could not apply for a hunt that opened after his 10th birthday-false
So sure you could call them but based on my experiences you likely won’t get the correct answers because they don’t actually know the rules and they’re typically too lazy to thumb through the regs to find the correct answers

17 People could have had a Diamond Creek A tag and thought ehhhh no thanks... lol People are weird.
My guess is some people that applied as a party are no longer buddies, because if one person failed to purchase the tag, all party members would have their tags returned. Wondering if anyone can confirm this as this is what game and fish said when I called.
