Howa Mini Scope base/mount pattern

Are the Howa mini action scope mount holes the same pattern as the other Howa actions and are they the same as Remington action footprints?

They are the same as Howa 1500 actions for two piece bases. If using a pic rail those are specific to the mini as the action is shorter.

Rem 700 bases will generally work but the hole alignment is not as precise as Howa specific bases.
