I'm not sure if this was the case for Snyd's hunt but you can fill an un-used tag for other species that are open in the unit you are hunting that the tag cost less than the species on your tag.

I had this happen on a dall sheep hunt. I drew a limited dall tag and a giant grizz came walking by our camp. The grizz season was open but I didn't have a grizz tag. I was tempted to shoot and tag the grizz with my dall sheep tag but I wouldn't have been able to use it on a dall ram.

I'm an AK resident. The area I moose hunt in does not require a separate tag for griz for residents. All that is needed is a hunting license and take the hide and skull to F&G, report the hunt and they seal the bear. And since I'm over 60 now I have the Old Farts permanent hunting and fishing license!

Just so people don't get confused, a grizzly tag costs more than a dall sheep tag. It would not have been legal to tag a grizzly bear with a dall sheep locking tag.
