What part of the season would you hit the haul road?

Is this set up where you can arch hunt from the road but must be >1mi from the road to use a rifle?

I was there the first two weeks of Aug. I found the most reasonable answer to where the caribou were, was just scattered all over in their summer pattern still. Looking at recent outfitter pics/hunter experience and my experience, this theory seems to be the most logical spot on. I never once saw more than a cow and calf, two cows and a calf, bull and cow, or lone bull.Hmm, you think they moved through already or haven't filtered out of the high country yet?

At the end of the day, caribou are gonna caribou and you just have to figure out how to be in front of them.
