Help with felt backing for bear hide

So my wife, my absolutely wonderful wife, tanned my bear hide. She did a wonderful job with it but is having trouble getting a felt backing to stick using adhesive. I can’t feel any remnants of fat what so ever. She attempted with 3m spray adhesive that said it would work on leather. Neither of us have really any experience with this.

Any advice would be greatly appreciated!

Aren’t they usually sewn on?

My brother is a taxidermist, he sews them on.
