Help me build a cheap 6.5 CM/PRC from the ground up

Another vote for the tikka, I just helped a friend set up his first hunting rifle and he went with the tikka, swfa, and sports match rings. He seems pleased.
 
Just get the Tikka and leave it alone until you used it enough to know what you like and don't like, then change it to suit you better if you need to.
Do this. You said you're poor so this is the cheapest way to get a quality rifle that will do what you want. And, once again since you're poor, get it in a 6.5 creedmoor because ammo is substantially cheaper than a 6.5prc and is perfectly adequate for most anything you want to do. You can upgrade later if you want but you'll probably find that a factory Tikka works fine.
