As a resident or non res? The access to tags has to be considered as well as the type of hunting a person prefers vs just the quality and quantity of animals. Some like to hunt early season, alpine mule deer. Others want migration or rut hunts. For me, as a resident, Wyoming offers some great opportunity for early season mountain hunts but lacks decent access to November hunts. I am hunting montana in november this year for my first go at a rut mule deer hunt but I don't expect great trophy quality. Choosing one, it might be Idaho as a resident for me.

My absolute favorite place is Arizona. and the reason is I love to glass and i enjoy the mild weather. also tons of public access.

Man, only one state would be the state I live in. Maybe next best option would be the one you can get tags for better units fairly easily (OTC or low competition draw hunts.

Any of the rocky mountain states are prime. Just depends if you want OTC or draw hunts.
