first time elk hunter

Hi everyone im looking for a lil advice. my buddy and i looking to plan our first diy otc elk hunt. im looking into Colorado hardcore but, he pretty persistent on Montana. which state would offer the best odds and opportunity for rookies like us?

I say it all the time, Colorado is crowded, keep that in mind.

i have read it can get crowded but i have also read if your willing to pack in and get away from the roads and trails it can be great hunting.

my real reservation about Montana is not fully understanding how their otc tag system works. and most articles ive read say that to get into the back country of Montana you almost gotta have horses or mules cause its that nasty.
