FYI I carried snot fire gel (and flint, waterproof matches, dryer lint, lighter etc.). Checking my "emergency" pack last year and my 2 year old snot gel (sealed good in a plastic bag) was dried and and looked different. It would not light, not at all. Shocked they sell an emergency product that does not last 2 years!

I'm big on Vaseline and cotton balls wrapped in wax paper in a pill bottle. It's waterproof in a waterproof container and lights easily. It'll burn while floating.

These are my go-to also.

But I like to keep them in snack size ziplocks. That way, I can keep one set in my front pants pocket. I can also stash these bags in multiple places in my big pack and in my bino harness.
