Elk vs fence, what can be done?

I’m not familiar with Idaho fence requirements, but some things I would look to in my neck of the woods are:
Are there any fence type restrictions from the the county or state? A neighboring county here requires wildlife friendly fence types unless granting a restriction. At a minimum, you can play the game to make it really hard to keep the fence.
Does the fence follow the road Right of Way? Counties and the state here have fence type requirements for ROW fence. Again, they can get around it with an exemption, but it’s going to cost them time and effort to do so. Also, on this note, it is usually better if concerned citizens bring up the issue instead of the government. Because some of the government employees will do what is easiest, which is sometimes leaving the fence as is.

Cool story. Not one single thing in your fictitious story is relevant to this story. No poaching, no road kill, none of it. Just a CA transplant changing the landscape and wildlife for the worse for no logical reason.
So when you talked to the landowner, what reasons did he give to you for the fence?

You already stated that you have "no idea why" he put up the fence, but then you came up with your own fictitious reasons. Perhaps you should sit down with the guy and discuss it.......like an adult.

What happened to doing what you want on your own property as long as it is legal.

Lived in an HOA for 6 years. It is a slippery slope when your neighbors have a say in what you can and can't do on your own property i.e getting a warning letter because you left your garage door up for 3 hours on a Saturday afternoon when the HOA policy says they are to down unless parking your car in the garage.

Virtual Fencing (shock collars) for cattle...
Do they provide the liability insurance for when there is a malfunction and one of the 1200 head ends up on hwy killing a family of 4?

How do you get trespassers to wear the collars so they get lit?

I don't know anyone putting up chain link for cattle.

Most states have laws protecting either open range or via standard of care of fencing. Out side the cost to out fitting cattle, you have an exponentially higher liability with a collar and “virtual” fence.

In mean time I look forward to the states that have miles of wildlife fence via state, to implement virtual elk fencing…

Perhaps, that would be ideal. I don't have a way of contacting this person other than flagging them down if I see them exiting their electric gate driveway. Cant see their home, obviously not walking onto their property. But i have their P.O. Box # thats public.

Only on Rokslide do people complain about animals going into private, then also complain when someone is trying to keep animals off that private.

Thats not what is going on here, Only one portion of the property is fences. Lets say it was a perfect square, only one side of 4 is fenced. i think they want to keep the elk there. Just a guess, or they think people trespass off the road, which def never happened before they moved in and built a mansion.

Didnt take the forum members lack of concern for whats going on here. I guess to hell with migration routes all together!

Max height isn't the issue. If the fence was 8'+ tall, the elk wouldn't have tried to jump it. If it is 4' high, they're usually fine going over chain link, but if it is standard 4 strand BW cattle fence, they can get impaled on the t posts. Big bulls can still get hung up on 4'. There are vids on YT of bulls tripping on cattle fence and breaking their necks.

Anyway, the larger issue is roadkill, which kills way more than fences. A very effective mitigation is highway overpass/underpass crossings at key migration route crossings. This involves the animals recognizing that the highway is dangerous, so they funnel to the crossing, similar will happen with a fence obstruction.
