Area I hiked into this morning had a small logging operation going on. The habitat looks good, but my question is does this chase all the elk away. Do you give it a one mile radius or so?

Nope. Not at all.
In fact, go talk to the loggers. They will probably tell you they see elk all the time.

And when the logging operation is complete, the area is like a magnet to elk and deer.

Yes, it scares them clear into the next state! So you should really be buying a tag there, whichever the next nearest state is.

Kidding, of course. No, it doesn't scare them.

If a few of the loggers have Elk or deer tags, it could be an issue, otherwise not at all.

Camped right next to an operation. Had a cow and calf calling right next to the clear cut at dusk this season.

When the loggers went home for weekend, we had elk in the area that was just cut M-F.
