I was up for an afternoon in the mountains and the cloud level dropped significantly. Visibility at best was 150 yards and at its worst about 50 yards. I imagine the elk don't like this as they can't really see and the wind makes it hard to hear. Didn't hear any noise or movement. No bugles. I just assumed they hunkered down in the thick timber. Is that a fair assumption?

From experience elk are very active in fog & mist. If it was really windy, they may have sought areas out of the direct wind but my guess is elk were very active, just not where you were.

It was pretty windy. Blowing in a nice cold front and some rain over the next few days. I know the elk use that area so I'm headed back up on the weekend. The area is steep with lots of deadfall in the timber, springs for water, and saddles used for transit.
