If I lived there, I would grab archery deer tags on 2nd choice, hunt mules with a bow 2-3 years and rifle every 3rd or 4th year.

I lived on the west side and hated it, but back then you could get otc archery deer and elk tags for eastern Oregon, which always made for a fun September.

I just apply for archery as my second choice. It works pretty well as you still get to go, even if you don’t draw a rifle tag.
