Do I need a pal to buy brass?

Technically you don't need a pal for any of the loading components. However some establishments have their own rules and will ask to see one.
 
Don't go to Cabelas or Bass Pro they are a bunch of RCMP appeasers support the smaller shops and brass/bullets you are ok.

Also go get your PAL...
 
You don't need to show a PAL for brass or bullets. Most shops are going to ask to see it for powder and primers.
 
My experience is the the same as WCS. Never shown it for brass or bullets, but if it explodes, you'll need a PAL.

Small shops are the way, forget Cabelas.
