Where does your friend live and any particular states he's looking to hunt? Wyoming still has left over cow tags for sale - these aren't landowner tags, but could still hunt.

Unless he has money to burn I’d have him scratch Ca off his list. $45k tule bull tags are a thing here. Landowner cow tags are about what you’d pay for a guided bull hunt in many other western states.

Agreed - there are two listings on the KSL classified for around 2K. That's quite a bit for a cow hunt, but I guess you have to pay to play.

Okay sorry. I can get him onto Tule Elk in Northern CA but that’s outside his budget even for a cow.
