Colorado Land Owner Voucher System

I just moved to Colorado, and I've been doing hours of research and started scouting. A couple of the units at the top of my list aren't a guaranteed draw every year. My planned solution is to fill the years in between by buying land owner vouchers, but I don't fully understand that system. My questions are:
1. What is the best source to buy them? GoHunt is one source, but is there a better/more comprehensive one?
2. Are they generally available for all seasons and units?
3. What do they usually run? Price isn't a huge barrier, but I want to keep it reasonable.
4. When do they go on sale, and how fast do they go?

Landowner Preference Program

The Landowner Preference Program was created to give landowners a preference for hunting licenses.

Thanks for the help guys, I read that top to bottom when I first started looking.
I guess it tells me:
1. There should be tags for most units and seasons
2. I either have to know someone or use something like GoHunt to get a tag.
Anyone have experience buying vouchers?

It basically comes down to this........vouchers that were going for $400 eight or nine years ago, are now going for $3k+. That's the gist of it.
