They changed the process for returned tags this year. They are calling the next folks who were in line to draw them instead of putting them out to folks. And they are burning up points for those who accept.

That will keep the lines down at the game offices when the leftovers go on sale. Be a nice surprise for the folks who were next in line but didn't draw.

That is only for tags that took 5 or more Pref Points. And it only drops down to the first five people. If non accept the tag, then it will go back into the Leftover Draw

For tags that require 5+ preference points this is correct. For 4- points it's like last year.

Im guess in this circumstance is he applied for a PP First Choice, and a tag for his second choice, nothing 3rd or 4th choice.
He prob is showing a 500 code and that means he drew his 2nd choice
