Colorado - 2nd & 3rd Rifle - OTC Bull Tag vs Draw Cow Tag?

This may be a dumb question, but in Colorado why are bull tags for 2nd & 3rd rifle seasons OTC while a cow tag for the same seasons is draw? I'm not finding any real info... Are the bulls pulled away from herds by this point so their more elusive thus the OTC crowd is loosed on ghosts? Is this to protect cows after the rut for herd health?
 
Taking cows has more affect on population than bulls.
Or, are they additional cow elk tags and they limit those as well for reason stated above.
 
The bull hunt is to provide opportunity. The herd numbers are managed by cow harvest, so those tags are "limited," even if the tags are abundant.
 
The elk populations in Colorado r over 300, 000, the people above r correct as far as controlling the numbers. The cows determine herd size. Bulls are usually harder to get than cows in most units. I’ve live in Colorado all my life and I feel it’s also to generate more revenue. Despite having OTC the success rates are relatively low compared to Wyoming which has half of Colorados elk populations.
