Colorado 2023 Quota for Early May Meeting

I searched around for this couldn't find a thread. Anyone know why the quota for mulies would go up in a bunch of SW units given the tough winter? Is it not has tough as I've been reading about and the deer are better adapted then I think to take on this 200% Snowpack? Or is this war on mule deer colorado stuff?
