Black Eagle Deep Impact Outserts help

I am running black eagle's Deep Impact arrows with their outserts. I have a question about installing them on the arrows though. I have been having a few pull off in my block target. I am using the suggested adhesive glue by black eagle. I'm curious if I have sanded down my arrow too much to slide the outsert on or if I am not sanding enough to allow the glue to get between the outsert and the arrow? any help would be greatly appreciated.

I would call BE. I have been using them for years and never had a problem with Ximpacts and Deep Impacts.

Best thing to do is throw away those inserts and get the Focus system, or Ethics components.
