What is the best state for nonresident for cow elk with a rifle and bow?

There are usually a number of cow only elk tags that go unsold every year in Co.

some Indian Reservations sell otc cow tags for less than non resident state tags in New Mexico and Arizona, maybe other western states

Montana would probably be the best option for success, the tags are just expensive. You would be able to hunt from the start of September until the end of November, and possible even into January if your tag qualifies for the shoulder season.
