Bear Cape Disaster - How to Handle?

Sounds like it was left out for a while before being frozen or was kept for too long in a cooler or something like a refrigerator before being frozen. You would be surprised at what can and can’t be fixed. I used a rugger that had hundreds and hundreds of spare bear parts and pieces of hide laying around just to fix bears. Hair can be dyed to match pretty close as well. Not a bear but I had a few instances where I had to cut out ears, muzzles, eyes, briskets, shoulders, etc and sew in new ones that matched the original. There are the ones that are too far gone though. I would like to see some pics to get a better idea.

Nothing to add with how to best deal with the outfitter, but I would try to do something special with what hide you do have, maybe a hair on knife case, arrow quiver, or depending on what kind of damage you’re dealing with maybe you could do one of those mounts that has the hide rolled up on and old time wooden pack frame with the damaged parts of the hide hidden.
