I would go with the fastest twist available in the shortest barrel you can get.
I had a 16" 10 twist 243, it failed to stabilize anything above 90grs, now I go to the fastest twist per caliber, at the time, the 8 twist was the rage in 6mm Creedmoor, so I had it swapped out for the 8 twist, suddenly, 100gr - 108gr stabilized just fine.
