A Wyoming license question

I drew a West Region general tag in the special with 5 points. Have what I think is a great hunt on private lined up. With the way point creep is going, I don't know at 65 if I would ever draw again.

I have a landowner contact in NE Wyoming in unit 116 that is seeing more elk on his place. Information wasn't totally clear so when the West Region hunt came up, we opted to spend our points there first.

Already thinking about the future. I know you can now hunt 116 with a East general tag, but I still see 116 tags listed as an option. I'm a bit confused why they would still issue 116 tags if a region tag is valid as well?
I know some are cow tags etc., but we are only interested in bull tags.

Can a person dumb it down for me? Thanks.
 
My understanding is that if a unit has a quota and tags issued for that specific unit, it cannot be hunted on a general region tag even though it is within the boundary of that region. That would mean 116 cannot be hunted on an east general tag but only on a 116 tag.
 
I haven't looked at the regs., but often in those areas with a lot of private land, they issue unit tags with the requirement it be on private land only. 116 has a lot of private so suspect that's the case.
