For you 7mm-08 shooters out there. For 400 and in Whitetail only what would be your do it all bullet? 140 Accubond, 139 Interlock, 120 or 140 Ballistic Tip, 140 Fusion, or 140 Tipped Gameking.
 
I've used Remington 140gr Core-Loct, 139 Interlock, & 140 Partitions. All will do the job fine. I've been migrating to solids and bonded bullets. I haven't been shooting my 7-08 for a few years but if I wanted to work up a load right now I'd probably be looking at the Accubond. In my 7 WSM I am shooting 155gr Terminal Ascents. I don't like the heavier bullets in the 7-08. If you don't mind the slight drop in velocity they would be an option.
 
They will all work well and reliably. The answer is based on preference not some objective measure, and depends on how big of a hole you want to make.
If you want a smaller hole to save meat, etc use one of the bonded bullets on your list or a mono (although 400yds may be a stretch for a mono unless you are handloading, and even then…).
If you want maximum size wound then use one of the more explosively upsetting bullets such as ballistic tip or similar.
 
I've used my 7-08 a whole lot over the last 10 years. Any of those will work fine at 7-08 velocities, but I'm partial to the 140 AB and 120 BT. They are proven killers.
