I'd think hunting the Red Desert would be cool in unit 100, although I've heard the trophy quality isn't as good as those in Unit 30-31-32. So I guess it depends, are you wanting an unique experience I'd pick 100, if horns are what you're looking for then 30-32.
Not sure the bighorns are THE place to go but it takes that many points to draw 38 type 9 which is 95% non-wilderness. Might want to look at 39 if you are really adventurous.
You have one less than I do and drawing any of the top type 1 tags and crossover is pretty much out of the question. At that point, in my opinion, your best bets are 38/39 type 9 on the special side.
I'm at max-1 (7) and it's the shiits. 22,24,30,31,100,111 are all out of reach.

I have hiked and fish the Bighorns a lot (couple times a year). Been trying to accumulate points for around there. Bucket list is bull out of the wilderness with my flintlock. Should have enough points by the time I'm 60 - provided they don't raise the bar. Best elk on TenSleep side. Best deer on Tongue River side. The wolves have a strange way of disappearing there. There are some big Bulls but lots of pressure. Wish I had your points.
You can draw a 38-9 with less than max points, I know someone who did in the special draw. The draw odds from this year will be biased, seems everyone with max points put in because of rumors of a major tag price hike. Next year things should go back to normal. whatever that is.
You need to check out the Ferris Mountains, north of Rawlins. They are suppose to be the big bull hot spot now. It use to be Laramie Peak, but that is on the decline according to a Game and Fish friend. I too have wanted to check out the Big Horns. Remember, non-residents have to have a guide or resident with them to hunt wilderness. Good luck.
