Hadn't tried 4831SC with the 147 ELD-M yet but found in my rifle, the hornady 140 bthp shot great with 54.5g. ES was like 4-6fps, velocity was 2860 or so and accuracy was sub MOA for 5 shot groups. It wasn't a speed demon but those loads were made to punch holes in paper for fun so max speed wasn't a requirement.
I do have some 147 ELD-M loads ready for the range tomorrow with n565 so I will report back tomorrow afternoon with the results.
H1000, N565, and RL26 are seemingly still the standards but I see Hornady has load data listed as 47-54.5 which you have probably already seen. I think the trend is that it's not a speed demon but 4831 is known for consistent loads so if I were you I'd load up a ladder test to find max and then try something a grain or so below that.
Never tried H4831 but N565 seems to be the gold standard for the 6.5 PRC case and the 143/147. The VV data is trash, I ran up to 59gr without pressure signs in hot weather. Loaded up at 58 and it wads them up.
