Have an older model 25-06 and having some accuracy issues. Barrel and scope are good, had all internals checked, and checked it with a second scope and still having inconsistencies. Currently shooting Hornady Superformance which I’ve seen can have some issues. Any Ammo recommendations?

I used for many years after lots of testing.

More information. What rifle and what stock is on it? That will help.

If wood has it been pillar & glass bedded? That can make a huge difference.

Trigger is it nice and crisp and in say the 3 pound range?

You changed scopes to see but when you had the scope off did you check the base screws to make sure they were nice and tight.

The action screws are they snugged up to where they should be. Have you checked those.

Looks like you had the barrel checked but is it clean of copper fouling?

I'm no expert but all of these things by themselves can be an issue. If you have two or more it can really be an issue. I'd like to know the bullet, powder, and primer used also.
 
I like me some Nosler bullets also. In the 25-06 I had I loaded IMR4350 with 120 gr. Partitions.
The 110 gr. Accubond would be a super bullet also.
 
It’s a (mostly stock) Remington 700 BDL. New timney trigger in the 3 pound range, all base and action screws were checked and all were tight. Barrel was checked and was clean. Ammo was a 117 gr Hornady Superformance
 
Tried many different ammo options (Rem, Win, Nosler, Fed, Hor) for my Rem 700. Had a significant range of accuracy and finally found it would poke holes with Federal 110gr accubonds. Bought a lot of ammo to get there but glad I did.

I'm sure someone has a gun that will shoot Hornady ammo well, but I never have.
 
A few years ago I bought some 120 grain federal fusion and it shot really well out of my browning A-bolt 25.06, I was short on time that year and my wife decided she wanted to hunt elk with it and the federal fusion shot better than the Remington core-lokt. She shot a bull from 280 through the lungs and he didn’t go more than 30 yds. Recently I’ve been loading 120 accubonds and they shoot great. I’ve pretty much been loading accubonds for everything tho
 
115 Winchester Silvertips have shot very well out of 3 different 25-06’s I’ve owned and kill like lightning. If I wanted to shoot something bigger than big deer, I’d shoot a 120 Aframe.
FWIW I’ve never had Superperformance ammo shoot worth a damn out of anything including a Kreiger barreled 6.5 Creedmoor match rifle that with shoot in the .2s and .3s regularly. Had a pound of the powder and it sucked too.
