21% VAT Tax in Europe on Ibex - how do locals afford hunt??

For context I would really love to hunt ibex and chamois in the European mountains (most likely Spain). However when talking to outfitters there is always a 21% VAT tax added to quote.

I mentioned paying cash but apparently that means nothing since Spanish Ibex tags come from the government and there is no savings opportunity with cash.

It almost feels like the European governments want to tax hunting at a crazy rate in order to kill it off.

Has anyone else had similar experience?

My knowledge of European tax law is limited but as far as I know they don't use an income tax system like we have. They use a "consumption tax" on things you buy to make the bulk of their money instead of an income tax.

Talk to other outfitters. There are ways to bake away some of the taxes. The 21% will always be present but the amount on which it gets charged may be able to be manipulated
