You dont need a card, its an app. I used my chase card through the Capital One Shopping App after learning about it for black friday deals.

However...I haven't figured out how to redeem my money. On Rakuten they send me a check every 4 months. On Capital One Shopping I think I need to redeem it in gift cards but it takes time for money to become available to do it?

Like he said, click on his link above that gives you both a reward back. So $80 sign up, log in and shop around in the app at euro optic and add something to your cart but dont buy it. Wait a day and you'll get an email from COS with a deal for X% off or in this case $ off. Click on that deal link and then purchase your cart to maximize money back.

Yeah Capitol one gives you gift cards. I try and compare Active Junky, my miles card program and Capitol One and use whichever has the best deal at the retailer I am looking at. Sometimes One is way better and sometimes not. Capitol One had 30% back as Sheels a few weeks back so that was way better than what Active Junky had.

Not sure. A quick Google did say that some items may not be eligible from the retailer. I don't know how you would find that out though. I haven't tried to redeem my rewards yet and I wouldn't count on a reward from any purchase but it may be worth a try if you were going to buy something anyway.

You really just need to look at the email offer. For example, this was in the exclusions link from a recent Bass Pro offer.
