2-Piece Scope Base Issue?

I have never used a 2-piece picatinny style rail before (Burris bases) and am having trouble getting them mounted level to each other on my new Bergara. I should be able to just torque the front and rear bases to spec and they should be level to each other correct? When I do this they are not level to one another. They are not way off either but they definitely do not match. I am using the wheeler turret-style level to check this.

Am I missing something here?

The screw holes and the receiver are likely not machined true. That's why many prefer a one piece rail and bed it to the action or an integral rail. That's also why many people feel the need to lap their rings when they're not aligned, it's a receiver machining error and not the fault of the base or rings.

So if you were in my shoes would you ask Bergara to fix it (or replace the rifle), just go with a one piece base, or use the 2 piece and lap the rings? Is this pretty common?

The simple option is to use and bed a one piece rail. I have a very strong opinion about lapping rings and that's a whole new can of worms.
 
The rifle is new. It feels like everything should match and I really want to use the 2 piece bases being that it is a blind magazine. I’m going to call Bergara tomorrow and see what they suggest.
