My first time lapping. On both bottoms the wear is mostly on the back right and front left. Is this wear looking normal and I should keep going to 75%? Or does it look like I have a base or receiver issue?

Everything looks normal, but I'd keep going towards mostly uniform bare metal. Right now, your bare aluminum are the high spots, and are the only contact patches your rings have against the scope. Definitely doesn't need to be 100%, but definitely more bare than black. The key thing to watch out for is the spacing between your top and bottom rings - it needs to be there, for the rings to clamp properly, and over-lapping can take out enough material for them to touch.

Also, be sure to mark your top rings with a sharpie, with an arrow pointed forward, so you align them the same way each time. I usually put one arrow on the front top ring, and a pair of arrows on the back one, to be able to tell the difference between front and back rings.
