I had the same issue - was looking for region 7 after the 6s - but its at the top of the draw statistics info available at the link provided above. As I read them, for NR only those who choose that tag as their first choice were successful. and the draw rate among first choice NRs was 16.5%...

How does this work - for the count of licenses sent back as rejected w/out drawing LE permit, do they just run a second drawing from among all of us who did not get the license in the first round?

First time NR applicant from TX, going for General Elk with 0pp. Wondering if most new NRs assumed, like I did, that same-year odds were best going in with 0…and all my first time NR friends now have longer odds with that approach. Good luck to all.
