Do non-residents really complain on the cost of licenses? Only time I ever see it brought up is in response to a resident complaining about non residents hunting in "their" state.

Another option, if he isn't dead set on welding alone would be a millwright apprenticeship. A lot of bigger industrial contractors, power companies etc offer apprentice programs.
